The communication controller controller has entered system slowdown mode because the NCP SLODOWN buffer threshold has been reached. NCP reduces the number of PIUs it will accept from VTAM®, and will stop accepting PIUs if buffer depletion continues and the CWALL limit is reached.
VTAM performs no direct VTAM action. The actual function of entering slowdown occurs at a channel interface level.
Save the system log for problem determination and obtain an NCP dump with the NCP dump utilities.
