Explanation
 VTAM® issues
this message when the MODIFY VTAMOPTS,SNAMGMT=YES command has been
 issued and the SNA Network Management Server is already active.

System action
 VTAM rejects
the MODIFY VTAMOPTS,SNAMGMT=YES command.

Operator response
 The SNA Network Management Server subtask
may be closing the Listener socket  due to either an abend of the
subtask or a recently-issued MODIFY  VTAMOPTS,SNAMGMT=NO command.
  If this is the case and you want  to reactivate the SNA Network
Management Server subtask after this processing  completes, wait until VTAM issues message IST1930I  and
then reissue the MODIFY  VTAMOPTS,SNAMGMT=YES command.
