Explanation
This message is issued when SMF is unavailable
at one of the following times:
- During VTAM® initialization
time and the TNSTAT start option was specified.
- A DISPLAY or MODIFY TNSTAT command has been accepted.
- When tuning statistics summary records have been built.

summary records, then initiate SMF.
