Explanation
 An error occurred while TCAS was trying to open
the TSO parameter file. This caused TSO/VTAM default parameters to
be used. The parameter file can be found in:  The data set defined by the PARMLIB DD statement in the TSO start
procedure
A data set in the logical parmlib concatenation (for z/OS®)
SYS1.PARMLIB

System action
 TCAS initialization continues. 

Operator response
 If the defaults are not acceptable, stop
TSO/VTAM. Save the system log for problem determination.
