z/OS JES2 Initialization and Tuning Guide

The mmmm value specifies the minimum length of time the receiving system will not consider requests to the job queue. This will also delay the sending system because it must own the job queue to queue the message. The nnnn value specifies the maximum length of time between requests for the job queue by the receiving system. Small values for both increase system overhead while increasing responsiveness to queuing.
