8	If the rejection reason in Byte 7 indicates user specific, Byte 8 is coded to the user specification, subject to the maximum length of the cause information element. If the rejection reason in Byte 7 indicates information element missing or information element contents are not sufficient, byte 8 contains the information element identifier of the missing or insufficient information element.
