Explanation
The bind function for the AF_INET or AF_INET6
socket failed. Processing continues although syslogd does not attempt
to send log data to or receive log data from remote syslogd servers.
The return code information is appended to the error message.
Note: Because
this error occurred before syslogd processed the syslog configuration
file, this message appears only at the operator console.
