If devices remain stopped

MVS issues the following message if devices remain stopped for an extended period of time: 
IOS601I IOACTION - DEVICES REMAIN IN THE STOPPED STATE.
           USE THE 'D IOS,STOP' COMMAND TO DISPLAY THE DEVICES
