Return codes from DFH$OFAR

All exceptions are returned to the caller with the return code set to one of the following:

• rc = 11 Control data set allocation exceeded 100 attempts
• rc = 12 Control data set reading failed
• rc = 13 Control data set writing failed
• rc = 14 Message reply failure
