    Explanation
      The CISQ service task has been attached to process locally queued START requests for an IPCONN that was released at the time they were scheduled. This task has been unable to send the requests to the remote region, because when the connection became acquired, it was discovered that the remote region does not support the routing of START requests over IPIC.
