Ensure that IMS
                Sysplex Manager was successfully installed in the IMS control region. See the
                installation information for a list of the load modules that are required for IMS
                control region processing. The IMS Sysplex Manager copy of DFSFLGX0 must
                be the first copy of the module present in the //STEPLIB concatenation.
