SE72989: IBM RATIONAL DEVELOPER FOR I 9.5 AND 9.6 CL PROMPT TAKES 20-30 SECONDS TO OPEN SOME COMMAND WINDOWS

Error description

• In Rational Developer for i 9.5 and 9.6, a user can specify a CL
  command name and prompt it with F4 in a few places in the
  product, causing a dialog to open which shows the command
  parameters which can then be filled in.
  This dialog takes takes longer to appear than a user would
  expect.
  The amount of time to open the CL Command Prompt dialog should
  be improved.
  Two specific CL commands, OVRPRTF and OVRDBF, take the longest
  amount of time to open the window.
