Problem conclusion
This is a limitation of a third party software component we use to provide the capability and we cannot change on our end. As a potential workaround, one alternative is to use Bitmap Hashcode option, but in general Bitmap Hashcode is a more 'stricter' comparison technology than OCR technology, which is one disadvantage. Another observation is we have seen this problem in Windows 2008 & 2012. We have seen this working in certain other OSes like Windows XP, Windows 7. In case the user sees this working on another Windows OS, he could potentially use that.
