Error description

• When an error occurs registering a CMI provider, the error that
  is printed always reads:
  cmiregister: Error: Unable to create a ClearQuest integration
  connection entry for name {name},  database {name or blank}, and
  dbset {name or blank} .
  
  This occurs for JIRA and RTC/ELM registrations.
