Error description

• Steps to reproduce:
  
  1. Confirm that there are translated descriptions
  inl_reportdesign.  If not, import all reports, then, run
  TDToolkit to populate.
  2. Go to Report Admin and select Create Report.
  3. On the content tab, select File Name, Application, and
  Description from Report Design Details (parent), and
  Description from Report Design (child).
  4. Name the report Report Descriptions and save it.
  5. Log out and back in as a secondary language user.  Run the
  report. It should show localized report descriptions and report
  design descriptions.
  6. Log out and back in as an English user.
  7. Go to Report Admin and create a new BIRT report.  Enter "No
  Design" for description.  Save.
  8. Log out and back in as a secondary language user.
  9. Go to Report Admin and open the record for No Design.
  10. Run Report Descriptions.  The report errors.
  11. On the List tab, enter "detail" in the query field for
  Description.
  12. Run Report Descriptions.  The report runs successfully.
  
  The report errors when it attempts to localized a null value
  for reportdescription.description (because no related
  reportdesign record exists for that report).
