IV99572: THE CIRCULAR DEPENDECY IS BLOCKING SOME SCENARIOS OF WORK ORDER CREATION AND PREDECESSOR

  Inside the Work Order Tracking user will not be able to create
  simple work with tasks and predecessor relationship without save
  PROBLEM: The validation of Circular Dependency will block the
  user to save the record
  PERFORMANCE ISSUE:NO
  STEPS TO REPRODUCE:
  1-) Create a work Order (does not save)  and insert 2 tasks on
  that
  2-) To the second task select Task1 as Predecessor
  3-) Save the record
  CURRENT ERRONEOUS RESULT: The Dependency validation block the
  user to save
  EXPECTED RESULT:  It should allow the user to save without
  Dependency message
  ADDITIONAL INFO: We decide to go as the system property that
  will control that and default value as False
