• Steps to Reproduce
  
  Go to the Inventory Usage application.
  Create a new record.
  Populate the From Storeroom field = Central.
  Click new row button to add new usage line.
  Populate the Item field with rotating item example PUMP100 and
  tab out.
  Notice in the Charge To section the Location field is now
  required.
  Go back to the Item field > Select Value popup Window and select
  a non rotating item.
  Tab out.
  Notice that the Location field is still required for a non
  rotating item which it should not be required.
