Error description

  • - Primary ITNM server with all processes goes down.
- All processes on backup ITNM server take over as primary.
If either ncp_g_event or ncp_poller die in a way that they are
restarted by ctrl, that process comes back as backup - it never
checks to see if it's currently in a failover state and should
thus act as primary.
