Problem conclusion

• set up logging to flush immediately. The log file name in
  Csv.cfg is used as log/err filename; if it doesn't exist, use
  the xxxCollector.cfg filename xxx. The log file name can use
  NCHOME in the path. eg.
  "$NCHOME/log/precision/genericCsv_collector.log"
