Error description

  • v3.9 -FP1 - platform indepdendent.
    
    When a process is set with retryCount as 0(zero) under
    $NCHOME/etc/precision/CtrlServices.cfg and upon stopping
    the process, ncp_ctrl isn't supposed to restart a new
    instance. But it restarts the process endlessly without honoring
    the retryCount.

Problem conclusion

    Zero will no longer endlessly re-start a process and if this is
    the desired  behavior the customer should now use a value of -1
    instead.
