IJ17005: TOKEN LICENSE FAILS TO RELEASE LICENSE IN SOME SITUATIONS

Error description

• Token License fails to release license in some situations when
  an user logs in to Maximo using two different browsers and
  closes the browsers without logging out. Also sometimes  token
  license fails to release license from the BIRT Reports Only
  Server (BROS)
  
  STEPS TO REPRODUCE:
  1. Login in Maximo using two different browsers
  2. Close the browser windows without logging off
  3. Check license usage
  
  RESULT:
  Licenses are not released

  Tivoli's process automation engine 7.6.1.0
