• PROBLEM:   Optimisation fails with "Index Out of Bound" error
  
  STEPS TO REPRODUCE:
  1) Go to Graphical Assignment application
  2) Select  Run Optimization  action
  3) Select "Include Travel Time in Total Time" and "Complete
  High Priority Work First?" options
  
  
  RESULTS: No result is displayed on the screen.  Receive error
  "Index out of bound for array" in the log
  
  EXPECTED RESULTS:   Optimizer should run without any error
