IJ13696: MAP SERVICE DOES NOT HAVE ITS FEATURES LOADED WITH OPENSTREET MAPS

Error description

• STEPS TO REPRODUCE:
  1. Create a Map Manager with a Map Service configured in it.
  2. Open the Services tab.
  3. Enable OpenStreet maps.
  4. Add a site to the Map Manager and enable it.
  5. Save the Map Manager record.
  6. Open your Assets application.
  7. Open any record and move over to the map tab.
  8. Note that the Map Service won't load, only the OpenStreet
  basemap.
  9. Open the Layers tool.
  10. Note that there isn't any layer info in it.
  
  
  RESULTS:
  Map Service does not have its features loaded, only OpenStreet
  map loads.
  
  
  EXPECTED RESULTS:
  Map Service to load along with OpenStreet map.
