• Problem Description:
  System jumps to the first existing record when creating a new
  bulletin record
  
  
  STEPS TO REPRODUCE:
  1. Login as maxadmin user and go to Bulletin Board application
  2. Create a new record and enter all the mandatory fields
  Do not save the record
  3. Go to "View History" action
  4. Click OK
  
  
  RESULTS: System jumps to the first bulletin record
  
  
  EXPECTED RESULTS: User should be able to continue editing the
  bulletin record
