IJ07233: MAP LAYERS ARE INITIALLY VISIBLE EVEN THOUGH THEY ARE DISABLED DIRECTLY IN MAP SERVICE

Error description

• STEPS TO REPRODUCE:
  1. Open any spatially enabled application.
  2. Open any record.
  3. Open the map tab.
  4. Wait for map to load.
  5. All disabled layers will appear anyway.
  If the layers tool is opened, Spatial will reload all
  layers and then respect their visibility flags, but only for
  the layers that are un-flagged at the lowest level of the tree.
  **Notice that having some layers disable is needed in the Map
  Service to replicate this issue.
  RESULTS:
  Map layers are initially visible even though they are disabled
  directly in Map Service.
  EXPECTED RESULTS:
  Spatial to respect the Map Service's visibility flags for each
  layer/layer group..
