IJ07144: MAP DOES NOT REFRESH WHEN NAV BAR IS NOT ACTIVE

Error description

• Steps to replicate:
  1) Go to the System properties applicaiton
  2) Change the Value of the Sysytem property:
  mxe.webclient.systemNavBar to 0
  3) Apply changes and do a live refresh
  4) Sign out and sign in (notice the Navigation bar on left will
  be gone)
  5) Go to the Asset Applicaiton
  6) Bring up and asset and then click on the map tab
  7) Bring up the console application (click F12)
  8) On the map, try to zoom in by clicking the + sign
  Results: Notice on every second zoom, you will receive an
  exception in the Animation Handler, and the Map will not load /
  refresh
  Expected Results: Map should refresh as normal
  Version: TPAE 7.6.0.9

• Click in the Map to push a refresh
