IJ04612: GS - PMS AFTER THEY HAVE BEEN MOVED TO ANOTHER DATE GO BACK TO MIDNIGHT - START TIME IGNORED

Error description

• PROBLEM:  Manually moving PMs does not persist the Time just
  the date
  Pre Conditions
  - Create some PM with Job Plan related need - Generate this
  Forecast with Frequency of 3 days and set the Start time to 7AM
  - Create a Schedule at the Graphical Scheduling application
  that bring those PM Forecast
  Steps to Reproduce
  1-) Go to the Graphical Scheduling application
  2-) Move to the Graphical View
  3-) Move one PM forecast to the next day
  4-) Save and Refresh
  PROBLEM: The Forecast PM move back to midnight and the dates
  get ignored
  EXPECT RESULT: As we are a Graphical Scheduling and we handle
  time here we should persist.
