IJ00824: UNASSIGNED WOS ARE NOT DISPLAYED IN THE DISPATCH VIEW

• CLIENT PROBLEM:  In Graphical Assignment,  unassigned WOs are
  not displayed in the Dispatch View when  'Restric Work to
  Dates? is uncehcekd.
  
  Version : 7608 + SCHEDULER 765
  
  Steps to reproduce:
  
  1. Create two WOs.
  WO RRH1
  - Target/Scheduled Start : 18/09/17 9:00 AM
  - Target/Scheduled Finish : 18/09/17 6:00 PM
  - Duration : 8
  - In Plan/Labor, add any Craft or Crew Type with 8 hr.
    ex. Craft/SKILL Level :  ELECT/FIRSTCLASS 8 hr
  - Approve
  
  WO RRH2
  - Target/Scheduled Start : 22/09/17 9:00 AM
  - Target/Scheduled Finish : 22/09/17 6:00 PM
  - Duration : 8
  - In Plan/Labor, add any Craft or Crew Type with 8 hr.
    ex. Craft/SKILL Level :  ELECT/FIRSTCLASS 8 hr
  - Approve
  
  2. Go to the Graphical Assignment - Create a worklist
  - Work List : WLT1
  - Calendar/shift : DAY/DAY
  - Start Date : 24/09/17 12:00 AM
  - End Date : 30/09/17 12:00 AM
  
  - *** Have 'Restric Work to Dates?  unchecked
  
  - In Work Queries, add a query.
    Where Condition -->  wonum in ( 'RRH1','RRH2')
  
  3. Click Assignment View Tab - Gantt View
  You can see unassinged WOs ( RRH1, RRH2).
  
  4. Click Dispatch Tab - Gantt View.
  Cannot see unassinged WOs ( RRH1, RRH2) --> WRONG.
  
  P.S :  when 'Restrict Work to Dates?  is checked,
  only unassigned WOs belonging to Work List start/end date will
  be displayed in the assignment/dispatch view.
