IJ00633: LAUNCH IN CONTEXT DOES NOT WORK WITH FORWARD SLASH

Error description

• Launch In Context does not work with forward slash
  
  One of the data in the record is 'URL' and customer would like
  a link which is clickable to open the URL in another browser.
  Therefore, Launch in Context is used for this purpose but URL
  with forward slash is not working as expected.
  
  PERFORMANCE ISSUE

  STEPS TO REPRODUCE:
  *Please use Firefox because IE11 won't open invalid URL in new
  window. (in order to see the URL generated)
  
  1. Go To -> System Configuration -> Platform Configuration ->
  Launch In Context
  (a) Create Launch in Contect :-
  Launch Entry Name: LICURL
  Console URL: http://{TARGETDESC}
  Target Browser Window: _blank
  
  2. Go To -> System Configuration -> Platform Configuration ->
  Application Designer
  (a) Filter for WOTRACK and open the record.
  (b) Select action -> Add/Modify Signature Options
  (c) Click New Row
  Option: LICURL
  Description: LIC URL
  In Advanced Signature Options, select 'Associate to launch
  entry to enable launch in context'
  Launch Entry Name: LICURL
  (d) Click OK and close 'Add/Modify Signature Options' dialog.
  (e) In Work Order tab, add Push Button :-
  Label: Launch URL
  Event: LICURL
  (f) Make sure there is a field 'TARGETDESC' near the push
  button.
  
  3. Go To -> Security -> Security Groups application
  (a) Filter for MAXEVERYONE and open the record.
  (b) Go to 'Applications' tab
  (c) Filter for 'Work Order Tracking' application.
  (d) Grant permission to 'LIC URL' (option: LICURL)
  
  4. Log out from Maximo and login again.
  
  5. Go To -> Work Order -> Work Order Tracking application
  (a) Open existing record e.g. RBA_WO01
  (b) You can see 'Launch URL' button and 'Target Description'
  field.
  (c) Notice that Target Description field has value of
  'www.hostname.com:9080/maximo' e.g.
  (d) Click Launch URL button and a new window is opened.
  (e) Noticed that the URL is
  http://www.hostname.com%3a9080%2fmaximo.com/ <-- The issue
  (f) If you update Target Description as 'www.ibm.com', a new
  window popup and correct page is opened.
  
  The issue is forward slash '/' becomes %2f in the URL.
  
  ADDITIONAL INFO:
  Also observed colon ':' becomes %3a in the URL.
  
  CURRENT ERRONEOUS RESULT:
  When the field text has forward slash '/' or colon ':', LIC
  does not open the URL correctly.
  
  EXPECTED RESULT:
  When the field text has forward slash '/' or colon ':', LIC
  will open the URL correctly.
  
  ENVIRONMENT:
  - ICD 7.6.0.1
  - Tpae 7.6.0.3
  
  Issue is reproducible in :-
  - ICD 7.6.0.2 with Tpae 7.6.0.6
  - ICD 7.6.0.3 with Tpae 7.6.0.8
