IT29066: AMQ3817E is returned when creating Replicated Data Queue Manager(RDQM)

Error description

• When trying to create more then 12 queue managers you receive-
  
  crtmqm -sxs -fs 3072M <QMGR>
  Creating replicated data queue manager configuration.
  AMQ3817E: Replicated data subsystem call '/usr/sbin/drbdadm --
  --force
  create-md test13' failed with return code '10'.
  drbd.d/test13.res:0 conflicting use of device-minor
  'device-minor:
  
  AMQ3812E: failed to create replicated data queue manager
  configuration.

  PROBLEM DESCRIPTION:
  Data structures used when obtaining environmental information
  during the creations of a Replicated Data Queue Manager were not
  sufficiently large to handle the returned information when 12
  RDQMs were defined. This truncated information meant that the
  creation of a further RDQM could not proceed, resulting in the
  AMQ3817E error.
  

Problem conclusion

• The code has been modified to prevent the truncation of the
  output buffer.
