Managing presolve (LP or MIP)

These routines manage presolve, turning it on, turning it off, writing the resulting model, freeing memory.

CPXXpreaddrows and CPXpreaddrows
The routine CPXXpreaddrows/CPXpreaddrows adds rows to an LP problem object and its associated presolved LP problem object.
