There are times where the sequence of when you restore a specific library becomes important. Many times it is because of dependencies that objects have across libraries. To assist in these situations, BRMS has provided a way to prioritize these libraries as well as list them ahead in the recovery report, before all the other user libraries. To be able to use this useful function you will need to generate a list of these libraries (recovery order list) in the order that you wish them to be. Once that list has been made, use this list on the Start Recovery using BRMS (STRRCYBRM) command.
To create your recovery order list, take the following steps:

If you are performing a complete system restore, run the following
command to continue.
STRRCYBRM OPTION(*RESUME)
Otherwise, run the following command.
STRRCYBRM OPTION(*ALLUSR) ACTION(*RESTORE)
Type the command choice and press "Enter".

Any logical/physical file dependencies are now handled by BRMS. A
BRMS defined ID of Q1ARSTID will be used for the Defer ID (DFRID)
parameter on RSTLIB and RSTOBJ commands. This parameter allows you
to restore all objects in a set of libraries when the libraries with
dependent objects are restored before the libraries with the objects
they depend on.

restored before restoring the libraries containing the journaled files.
