The pass phrase initialization utility is primarily protected by
the CSFPMCI profile for the CSFSERV SAF class. Only the users authorized
to the CSFPMCI profile can use the utility. In addition, the user
must be authorized to all or some of these services which are used
by the utility. The services used are dependent on the function or
functions of PPINIT that are being utilized.
