Explanation

System action
The command or message is discarded, and normal processing continues.
User response
An authorized operator should attempt to restart the link to determine what the problem might be. If the link is an available path to the end node, a ROUTE command may be issued to route the node by using this path. General users should try sending the message or command again at some later time.
