Explanation
This message is issued when a TCPNJE link driver
cannot listen on a port for incoming connections.

- Link identifier of the link detecting the error

- Port number to which the link is trying to listen

- TCP/IP error number

- Textual description corresponding to the error number
System action
The link will be unable to accept incoming connections until the indicated problem is resolved. If the link is connected, it will remain connected; if it is attempting to connect, it will continue to attempt to connect.
User response
Attempt to restart the link, if appropriate. If the problem persists, start local diagnostic procedures.
