System message queue capacity
The IKE daemon uses internal OMVS message queues to route work to various threads in the process. In environments with a large number of IKE peers, the number of messages on these queues might grow significantly, to the point where the default maximum number of messages allowed on a message queue is exceeded. In such environments, set the IPCMSGQMNUM parameter of the SETOMVS command to a high value to accommodate scenarios where large numbers of SAs are being negotiated simultaneously.
