Compression: JES2 always sets the compression indicator on even if compression is not being used for that session. This is because JES2 will always receive a compression table even though it may not be sending one.
JES2 only sends FMH3 if compression for the receiving node is indicated during JES2 initialization and the receiving node has indicated compression is accepted via the flag bit in FMH4.
