   Explanation
     This problem can occur for any of the following reasons:
     
     A user exit was never installed.

     A user exit was installed but never completed initialization due to an error.

     A user exit was uninstalled by using the -u option.

     
   Response
     The operations that are requested by the manageUserExit utility are
unnecessary due to the current state of the user exit. If you expect the user exit to be installed
and operational, check for error messages that are issued by the user exit to determine why it is
not operational.
