idsldapmodify -h <Proxy Server> -D <admin_dn> -w <admin_pw> -i <LDIF1>
idsldapmodify -h <Proxy Server> -D <admin_dn> -w <admin_pw> -i <LDIF2>

where <LDIF1> contains:

dn: cn=Configuration
changetype: modify
replace: ibm-slapdServerBackend
ibm-slapdServerBackend: PROXY

and where <LDIF2> contains:

dn: cn=ProxyDB, cn=Proxy Backends, cn=IBM Directory, cn=Schemas, cn=Configuration
changetype: modify
add: ibm-slapdSuffix
ibm-slapdSuffix: cn=ibmpolicies
ibm-slapdSuffix: o=sample
