GLO3104I Adjusting `extent` allocation quantity due to 4GB limit.

Explanation
The primary or secondary (extent) allocation quantity was
successfully reduced such that the quantity will no longer cause the size for a non-extended
addressability VSAM data set to exceed the 4GB maximum size. This message is issued in response to
the VSAM_4GB_EXT_REDUCE function. The associated data set is identified by the immediately following
GLO3123I message.
