APF authorizing the LOAD library
The Advanced Audit for DFSMShsm SAKDLOAD library requires explicit APF authorization, even if it appears
in the system link list with the LINKAUTH=LNKLST option.

SAKDLOAD library to
another SAKDLOAD library, that target library must be APF authorized. Although
SMS-managed load libraries can be assigned APF authorization, most
installations prefer to have all authorized libraries reside on specific
non-SMS managed volumes.
