According to Container Licensing FAQ - vCPU Capacity Counting Methodology, 1 VPC = 1vCPU.

How to access RedHat entitlement from IBM Cloud Pak
Follow the instructions in the following pages to link OpenShift Container Platform (OCP) entitlements obtained through TAS to OCP entitlements obtained from Red Hat. This will enable an aggregate view of both unrestricted OCP entitlements obtained from Red Hat and restricted OCP entitlements obtained through the IBM CloudPak for Data, which is provided to run TRIRIGA Application Suite.

Once linked you should see all OCP licenses in your RH portal.
