Explanation
An entry for a control unit to be added contains duplicate CHPIDs
in CSS x.

System action
IOCP continues to validate and check the syntax of the remaining
statements. However, it does not generate an IOCDS and it does not
produce configuration reports. 

Programmer response
Ensure that channel path identifiers are not duplicated in any
CSS in the CNTLUNIT statement.
