Explanation
An incorrect control unit number was entered as the value for keyword
CUNUMBR on either a CNTLUNIT or an IODEVICE statement. Control unit
numbers must be one to four hexadecimal digits in the range 0000-FFFE.
FFFF is not a valid control unit number. 

System action
IOCP continues to validate and check the syntax of the remaining
statements. However, it does not generate an IOCDS and it does not
produce configuration reports. 

Programmer response
Correct the control unit number.
