You cannot use this feature because you do not have the entitlement to use it, or there was a
problem with loading the premium feature activation package during server startup.

Make sure that you have the entitlement to use the premium features. If you have the entitlement,
make sure that the premium feature activation package exists and is applied on the product
installation. Also, make sure that it has appropriate file permissions.
