Failover to a new master

If the cluster master becomes unavailable for an extended period, re-configure the replicas to use a different master. To configure the new master, modify the master-name configuration entry in the [cluster] stanza for each replica WebSEAL server. Ensure that the newly designated master has the most up-to-date configuration.
