Create the IBM Verify Authentication authentication mechanism/policy

Various authentication mechanisms and policies are created on Verify Identity Access which make use of the IBM® Verify APIs.

A new Cloud Identity JavaScript authentication mechanism is created with the following properties:

Identifier	urn:ibm:security:authentication:asf:ci_auth_<subscription shortname>
Description	Authentication using IBM Verify.
Type	Cloud Identity JavaScript

Server Connection	`<subscription hostname>` Note: This is the server connection previously created during the previous step.

An authentication policy using this mechanism is created with the following properties:

Create the IBM Verify User Self Care authentication mechanism. A new Cloud Identity JavaScript authentication mechanism is created with the following properties:
