Cannot recover secret keys if encryption master keys are regenerated

If the master keys get regenerated, then the secret keys cannot be recovered.

Description

If the master_keys are regenerated, then you cannot recover the secret keys for the existing account because the keys are not stored.

Workaround

Back up the master keys from the mmccr, if the encryption mode is the executable type, and back up master keys for the file type from the CES shared root path.
