JVC installation

When JVC is installed on Windows, the jvalccyy.jar and jvcwrap.jar files are placed in the ITX installation directory.

For other platforms, place the jvalccyy.jar and jvcwrap.jar files in the install_dir/libs directory on the target system. See Building and deploying SWIFT map systems for details.
