Privacy updates in IBM Security QRadar SOAR Platform 51.0.3.0

The privacy solution is reviewed for each IBM Security QRadar SOAR Platform release. Review the privacy updates that were made in SOAR Platform 51.0.3.0.

FTC Health	Updated this regulator to reflect changes in the "Complying with the FTC's Health Breach Notification Rule" guidance, which was updated by the FTC in July 2024. Specifically, updated the application scope in the Tooltip language and the channel of reporting breaches to the FTC in the language of both Notify FTC (500 or more affected individuals) and Notify FTC (less than 500 affected individuals) tasks.
